Lincoln at this time reviewed a draft of the Emancipation Proclamation with his cabinet. In the spring of 1863 Lincoln was sufficiently optimistic about upcoming military campaigns to think the end of the war could be near; the plans included attacks by Hooker on Lee north of Richmond, Rosecrans on Chattanooga, Grant on Vicksburg, and a naval assault on Charleston. In the 1862 midterm elections the Republicans suffered severe losses due to rising inflation, high taxes, rumors of corruption, suspension of habeas corpus, military draft law, and fears that freed slaves would come North and undermine the labor market.

At the time of first contact with Europeans, Cahokia and many other Mississippian cities had dispersed, and archaeological finds attest to increased social stress. Some of the pre-1927 strategy remains in use today, with the Corps actively cutting the necks of horseshoe bends, allowing the water to move faster and reducing flood heights. In 1907, Congress authorized a 6-foot-deep (1.8 m) channel project on the Mississippi River, which was not complete when it was abandoned in the late 1920s in favor of the 9-foot-deep (2.7 m) channel project.

But Lincoln demonstrated intellectual leadership that brought him into contention. Journalist Noah Brooks reported, "No man ever before made such an impression on his first appeal to a New York audience." Lincoln emphasized his opposition to Polk by drafting and introducing his Spot Resolutions. The resolution was ignored in both Congress and the national papers, and it cost Lincoln political support in his district. Lincoln later regretted some of his statements, especially his attack on presidential war-making powers. In 1843, Lincoln sought the Whig nomination for Illinois' 7th district seat in the U.S.

Although the Red River was once an additional tributary, its water now flows separately into the Gulf of Mexico through the Atchafalaya River. The prior proclamation had been during James Madison's presidency 50 years earlier. In 1863, Lincoln declared the final Thursday in November of that year to be a day of Thanksgiving. As Grant continued to weaken Lee's forces, efforts to discuss peace began.

Ice sheets during the Illinoian Stage, about 300,000 to 132,000 years before present, blocked the Mississippi near Rock Island, Illinois, diverting it to its present channel farther to the west, the current western border of Illinois. The Hennepin Canal roughly follows the ancient channel of the Mississippi downstream from Rock Island to Hennepin, Illinois. South of Hennepin, to Alton, Illinois, the current Illinois River follows the ancient channel used by the Mississippi River before the Illinoian Stage. Before 1900, the Mississippi River transported an estimated 440 million short tons of sediment per year from the interior of the United States to coastal Louisiana and the Gulf of Mexico. During the last two decades, this number was only 160 million short tons per year.

Lincoln and some friends took goods by flatboat to New Orleans, Louisiana, where he was first exposed to slavery. It included two short stints in Kentucky, where he learned to read but probably not to write, at age seven, and in Indiana, where he went to school sporadically due to farm chores, for a total of fewer than 12 months in aggregate by the age of 15. He persisted as an avid reader and retained a lifelong interest in learning. Family, neighbors, and schoolmates recalled that his reading included the King James Bible, Aesop's Fables, John Bunyan's The Pilgrim's Progress, Daniel Defoe's Robinson Crusoe, and The Autobiography of Benjamin Franklin. Thomas Lincoln bought or leased farms in Kentucky before losing all but 200 acres of his land in court disputes over property titles. In 1816, the family moved to Indiana where the land surveys and titles were more reliable.

The last serious European challenge to U.S. control of the river came at the conclusion of the War of 1812, when British forces mounted an attack on New Orleans just 15 days after the signing of the Treaty of Ghent. The attack was repulsed by an American army under the command of General Andrew Jackson. Following Britain's victory in the Seven Years War, the Mississippi became the border between the British and Spanish Empires. The Treaty of Paris gave Great Britain rights to all land east of the Mississippi and Spain rights to land west of the Mississippi. Spain also ceded Florida to Britain to regain Cuba, which the British occupied during the war.
A major focus of this work has been to prevent the lower Mississippi from shifting into the channel of the Atchafalaya River and bypassing New Orleans. In the Cold War years, Lincoln's image shifted to a symbol of freedom who brought hope to those oppressed by Communist regimes. He had long been known as the Great Emancipator, but, by the late 1960s, some African American intellectuals, led by Lerone Bennett Jr., denied that Lincoln deserved that title. Bennett won wide attention when he called Lincoln a white supremacist in 1968. He noted that Lincoln used ethnic slurs and told jokes that ridiculed blacks.
The median income for a household in the city was $47,782, and the median income for a family was $60,175.
